- RECOGNIZING APRIL 2014 AS “ALCOHOL AWARENESS MONTH."
WHEREAS, each April since 1987, the National Council on Alcoholism and Drug
Dependence, Inc. (NCADD) sponsors Alcohol Awareness Month to increase public awareness and understanding, reduce stigma, and encourage local communities to focus on alcoholism and alcohol-related issues; and
WHEREAS, the Delaware Association for Children of Alcoholics (DACOA) works to
promote Alcohol Awareness Month in the State of Delaware; and
WHEREAS, it is estimated that one in four children in the United States under the age of
eighteen is hurt by family alcohol abuse or alcoholism, and that countless others are affected by parental drug use; and
WHEREAS, there is strong scientific evidence that alcoholism runs in families, with
children of alcoholics being two to four times more likely to develop alcoholism than children of non-alcoholics; and
WHEREAS, parental alcohol abuse or drug use is a significant factor in a large
proportion of child abuse and neglect cases; and
WHEREAS, young children of alcohol or drug-dependent parents may face additional
difficulty in school and be more likely to be truant, drop out of school, repeat grades, or be referred to a school counselor or psychologist; and
WHEREAS, the interest and support from family, friends, health professionals, teachers,
clergy, and others may help children of addicted parents avoid the negative effects of familial alcoholism and drug dependence; and
WHEREAS, an awareness month gives the opportunity to break the silence often
surrounding familial alcoholism;
NOW, THEREFORE:
BE IT RESOLVED by the House of Representatives of the 147th General Assembly of
the State of Delaware, the Senate concurring therein, that April 2014 is recognized as “Alcohol Awareness Month.”
BE IT FURTHER RESOLVED that the Delaware General Assembly hereby urges all
Delawareans to observe this month with appropriate programs and activities.

- OBSERVING APRIL 30, 2014 AS THE OFFICIAL DAY OF
RECOGNITION OF THE MILITARY CHILD IN THE STATE OF DELAWARE.
WHEREAS, thousands of brave Americans demonstrate their courage and commitment to freedom by serving the Armed Forces of the United States both on Active Duty and in the National Guard and Reserves; and
WHEREAS, approximately 2,005 school-aged children with parents serving full time duty status in the military either on Active Duty, Reserves, or in the National Guard are living in or stationed in Delaware; and
WHEREAS, Delaware is committed to being an active participant in the Interstate Compact on Educational Opportunity for Military Children which facilitates military children’s transition in school systems across state lines; and
WHEREAS, the State of Delaware is partnering with the U.S. Department of Defense to increase access to affordable, quality childcare for military children; and
WHEREAS, the youth of our service members continue to make significant contributions to family, schools, communities, the nation and our state, despite prolonged and repeated absences of one or both parents; and
WHEREAS, these children are a source of pride and honor to us all, and it is only fitting that we take the time to recognize their contributions, celebrate their spirit, and let our men and women in uniform know that while they are taking care of us, we are helping in the care of their children; and
WHEREAS, the recognition of April as the "Month of the Military Child” allows us to pay tribute to military children for their commitment, patience, courage and unconditional support of our troops and their family members;
NOW, THEREFORE:
BE IT RESOLVED that the Senate of the 147

General Assembly, the House of Representatives concurring therein, do hereby set aside April 30, 2014 as the official Day of Recognition of the Military Child in the State of Delaware, and urge all citizens, businesses, educators, and government leaders to mark this day with appropriate observance to honor, support, and thank our military children.
